Based on state and federal law, issuers must provide coverage for non-OTC COVID-19 testing performed for individualized diagnosis or treatment of COVID-19. Issuers must provide coverage for such testing without imposing any cost-sharing requirements (including deductibles, copayments, and coinsurance), prior authorization, or other medical management. Issuers must also provide coverage for OTC COVID-19 tests consistent with the guidance discussed above. While issuers are not required to provide coverage of testing (including OTC COVID-19 tests) for public health surveillance or employment purposes, issuers may provide coverage for such tests. The Affordable Care Act requires health insurance issuers to submit data on the proportion of premium revenues spent on clinical services and quality improvement, also known as the Medical Loss Ratio (MLR). Surprisingly, communicating on the importance of social distancing has been only marginally less effective than imposing distancing measures by law. The publication of guidelines and work safety protocols to managers and healthcare professionals was also associated with a reduction in Rt, suggesting that communication efforts also need to be tailored toward key stakeholders.
